State
law tightly guards where this money can go and how it
will be disbursed.
Missouri
Statute Section 67.1775 and 210.861 authorizes Missouri
Counties or the City of St. Louis to levy a sales tax
not to exceed one-quarter of a cent. Under the statute
the purpose is outlined along with specific guidelines
of what the funding can and cannot be used for.
“Revenues
collected … may be expended for the purchases of
the following services:

Up
to thirty days of temporary shelter for abused,
neglected, runaway, homeless or emotionally disturbed
youth; respite care services; and services to unwed
mothers; |

Outpatient
chemical dependency and psychiatric treatment programs;
counseling and related services as a part of transitional
living programs; home-based and community-based
family intervention programs; unmarried parent services;
crisis intervention services, inclusive of telephone
hotlines; and prevention programs which promote
healthy lifestyles among children and youth and
strengthen families; |

Individual,
group, or family professional counseling and therapy
services; psychological evaluations; and mental
health screenings.” (Missouri Statute 210.861) |
“The
purpose of (this sales tax is to) provide services…including
counseling, family support, temporary residential services
to persons nineteen or less” (Missouri Statute 67.1775)
